The source of historical data will be selected from BOQs which produce for Sri lanka road rehabilitation projects. This sample is will be used to develop cost estimating model for this type of asphalt roads. The CSIs are will be identified by mean value method. First, the average value of the cost items in a bill is will be calculated by dividing the total value of the BOQ by the number of priced items in the bill. Then all the cost items whose values exceed the average are selected as the CSIs of this bill. The value of these items are summed up and divided by the total value of the bill. The significant factor (SF) of each bill is the proportion that the CSIs contribute to the total value of the bill.

CSIi: The price of the ith cost item in the BOQ;
CSi: The price of the ith cost item in the BOQ;
Ns: The number of CSIs in the BOQ;
Nt: The total number of cost items in the BOQ
