Building Performance Evaluation Concept


With the emergence of FM, buildings were seen more as an enabler to core business activities (Nutt, 1992 cited Amarathunga, 2002). One of the major roles of FM in any organization is to assess the ongoing quality of the facility and improves the physical building and environment, eliminate the constraints imposed by the building environment on the working practice/ productivity, and manage the built environment to cope with the rapidly changing business environment (Owen, 1995). More recent studies (Amarathunga, 2000) argued that “measurement has always been of great importance, additionally adages “you can not manage what you can not measure” and “what gets measured gets done”. Nirojan (2007, cited in Amarathunga, 2000 p.260) demonstrate the need for measurement in enabling good planning and control, management of change, communication, continuous improvement, resource project management allocation, motivation and long – term focus, judging it to be valid management tools.

Further, as mentioned by Amarathunga (2002, p, 3) organizations that are relatively good at managing the rest of their assets often have very little information concerning the performance of their buildings. Such information enables necessary control actions at all managing levels to ameliorate the lack of effectiveness of the organization if the facilities performance is not satisfactory. The Figure 2.3 shows the building performance evaluation concept and it’s explaining the comparison between the client objectives and the actual facilities performance by considering the built environment of the building.
