The History of Quantity Surveying in Sri Lanka

The history of quantity surveying in Sri Lanka is around four decades. At the middle of the nineteen seventeen, there were only around five qualified quantity surveyors in Sri Lanka namely late Professor H.P. S. Caldera, Mr. T. P. Miskin and Mr. H. D. Chandrasena (All from Buildings Department), Mr. Prasad Senarathne (State Engineering Corporation of Sri Lanka), Mr. S. Pulendran (National Water Supply and Drainage Board).

The first quantity surveying educational body was Sri Lanka technical college. In 1974 the first quantity surveying batch in technical college faced their final exam. There were 149 male and female surveying and quantity surveying students from three technical collages. After some time, the first quantity surveying degree in Sri Lanka was started in University of Moratuwa under the department of building economics which was found in 1983. This BSc (Hons) in quantity surveying degree was commenced in 1985 and graduation of this first batch was in 1991.

When considering the quantity surveying profession in Sri Lanka, the establishment of Institute of Quantity Surveyors Sri Lanka is one of the milestones.

The Institute was first launched in 1983, 04th of July at Mr. T. P Miskin’s office premises with the participation of several vital quantity surveyors lead by Prof. H.P.S. Caldera.

They gathered again on 01st December 1983 and the sole purpose of the second meeting was to elect office bearers. Prof. H.P.S. Caldera was selected as the first president of the Institute of Sri Lankan Quantity Surveyors where as Mr. H. D. Chandrasena, Mr. T. P. Miskin, and Mr. G. S. W. Jayaweera were elected to bear the positions of vice president, honorary secretary and treasurer respectively.

For some time it was noted that the institute was not capable of obtaining its equitable recognition in the construction industry in national scale. In order to antidote the issue, a decision was made by the institute to revise the prevailed strategy used for choosing corporate members. Primarily they had to take the test of Professional Competence for eligible practicing quantity surveyors and only the successful ones were admitted by the society. The first batch of corporate members were announced in May 1985 and it was Mrs. Chithra Wedikkara, Mr. D. G. Jayarathne and Mr. A. D. P. Gunarathne were the honored designations. The newly introduced strategy opened the doors for senior practicing quantity surveyors to become corporate members of the Institute.

The institute was first offered the membership of Sri Lankan Organization of Professional Associations (OPA)in 1998 and currently functioning as one the most significant professional institutes related to the area of construction and economy.
