Recruitment means the process of finding and attracting the suitable employees to apply for the existing vacancies of the organization. Recruitment is an absolutely critical management activity. Because if right people cannot easily be identified, sooner or later there will be no tomorrow for the organization. No employer can survive in the absence of human resources.
Vacancy in an organization occurs through someone leaving or as a result of expansion of the organization. In our selected organization, the recruitment is not the only practicable method when a vacancy occurs. Instead of that they are following some alternatives to fill those vacancies. Such as,
1. Reorganize the works of the employees.
Arrange the jobs so that the total amount of work is done by remaining employees.
2. Encourage and let the employees to use overtime.
Achieve the extra output by using overtime. This method is suitable for short-term problems.
3. Make the job part- time.
Sometimes replace the fulltime jobs with part time employees. For example they are encouraging the suitable university students who came for training in their organization to work as part time employees.
4. Sub contract the work.
This method is specially done for labourers. In our considered organization more than 2/5 of the labourers are coming from labour sub contractors.
In our selected organization, the need of recruitment has been categorised in to three. They are as follows,
Planned :
These types of recruitment needs are arising due to changes in organization’s decisions and retirement policies. For example, once the company recruited few numbers of structural engineers and architectures after they decided to form a separate design team within the organization.
Anticipated :
These types of recruitment needs are arising after studying the future trends within and outside of the company. When the company get more number of projects, they recruit more employees to fill these requirements. For example the company recruited few more number of Quantity Surveyors and Engineers when the construction market was in a boom to bid for more tenders.
Unexpected :
Unexpected needs are arising due to individuals’ decisions to leave the company and from ill health, accidents or deaths. Most of the time the engineers and other site officers leave the company suddenly when they are assigned to remote site areas. Another major reason is the frequent accidents and deaths related to the construction industry.
The source of recruitment of X construction company
Basically the sources of recruitment of X construction company can be categorized in to two.
1. Internal Recruitment sources
2. External Recruitment sources
But most of the cases the organization give the priority for internal recruitment. Because the company believe that internal recruitment is more important for the organizational and personal progress. Many number of the top management employees at present of the construction company have started their carrier from very lower levels.
When considering the internal recruitment of the organization, basically it could be categorized in to two.
But other than these two types, the organization follows some other methods very rarely to overcome certain situation. Such as recruitment of retired employees and etc. As well as recruit the dependants and relatives of the deceased or disabled employees so that not to depend on others.
When there is any vacancy within the organization, firstly find out whether there are any suitable employees within the organization who meet the requirements. Specially when recruiting managerial employees to the organization, give the priority for existing employees. Most of the cases put notices in the notice board of the organization to inform and encourage the existing employees to apply for the vacancies of the organization. As well as individually inform the suitable employees to apply for the vacancies.
There are number of advantages and disadvantages of internal recruitment.

When the internal sources are not sufficient to maintain a successful recruitment process, the organization then move on to the external recruitment sources. In external recruitment method, the advertising holds an important part. Because the external recruitment procedure is heavy affected by the advertising procedure. In ICC, they are using news paper advertisements as the major advertising media. Because any type of recruitment advertisement can be published in news papers. Other than that they are publishing advertisements in web sites and certain journals.
In preparing advertisements, the construction company gives a greater care to ensure that only the qualified people will think of applying. The HRM manager of the construction company is specially trained for the area of preparation of recruitment advertisement. Because if the advertisement is clear and to the point, candidates can assess their abilities and suitability for the post and only those who possess the requisite qualification will apply. That reduces the work load to the organization in selection process.
The construction company published open advertisement all the time as they are maintaining a good reputation in the construction industry as a wealthy and an employee oriented client. Therefore they use their trade mark to attract qualified applicants.
The sources of external recruitment in X construction company
When consider the external recruitment sources of the X construction company, the casual applications are the most significant recruitment source. That means the applications which are sending by candidates on their own initiative or after learning about the vacancies form reliable sources like paper advertisements and etc.
Another major recruitment source of the organization is the employment agencies. They are searching out suitable candidates to fill the organization’s vacancies as well as they also recruit on behalf of the organization without disturbing the identity of the organization.
Raiding and headhunting are also some types of recruitment sources of the X construction company. But they are unwilling to reveal those types of things to the outside not to effect for their reputation. Raiding means attracting employees working elsewhere to join the organization. Therefore the organization agree to facilitate more benefits for those who come to the organization. Headhunting means the recruitment of identified talented employees who are presently performing well in their positions.
These types of recruitment methods are followed by the organisation due to the high competition among the contractors to survive in the construction market.
The X construction company carries out the external recruitment process in order to minimize the disadvantages and to maximize the advantages.
